I have the honour to inform you that Mr. J. A.

Bucknill, the Attorney-General, has raised the question of whe ther he should be required to contribute to the Widows' and Orphans'

Pension Fund. I enclose a copy of his minute.

The point raised by Mr. Bucknill, namely, that

he was ignorant of the existence of the Widows' and Orphans'

Pensions Ordinance, 1908, when he accepted the appointment of Attomey-General has been raised before, but the decision has in- -variably been that the law must prevail. The case is a somewhat hard one, but in view of the definition of "officer" in the

Ordinance and the provisions of Section 7 I am not prepared to

recommend any exemption in this case.
